9 And he delivered H5414 them into the hands H3027 of the Gibeonites, H1393 and they hanged H3363 them in the hill H2022 before H6440 the LORD: H3068 and they fell H5307 all seven H7651 H7659 together, H3162 and were put to death H4191 in the days H3117 of harvest, H7105 in the first H7223 days, in the beginning H8462 of barley H8184 harvest. H7105
So Naomi H5281 returned, H7725 and Ruth H7327 the Moabitess, H4125 her daughter in law, H3618 with her, which returned H7725 out of the country H7704 of Moab: H4124 and they came H935 to Bethlehem H1035 in the beginning H8462 of barley H8184 harvest. H7105
Thou shalt not bow down H7812 thyself to them, nor serve H5647 them: for I the LORD H3068 thy God H430 am a jealous H7067 God, H410 visiting H6485 the iniquity H5771 of the fathers H1 upon the children H1121 unto the third H8029 and fourth H7256 generation of them that hate H8130 me;
Moreover ye shall take H3947 no satisfaction H3724 for the life H5315 of a murderer, H7523 which is guilty H7563 of death: H4191 but he shall be surely H4191 put to death. H4191 And ye shall take H3947 no satisfaction H3724 for him that is fled H5127 to the city H5892 of his refuge, H4733 that he should come again H7725 to dwell H3427 in the land, H776 until the death H4194 of the priest. H3548 So ye shall not pollute H2610 the land H776 wherein ye are: for blood H1818 it defileth H2610 the land: H776 and the land H776 cannot be cleansed H3722 of the blood H1818 that is shed H8210 therein, but by the blood H1818 of him that shed H8210 it. Defile H2930 not therefore the land H776 which ye shall inhabit, H3427 wherein H8432 I dwell: H7931 for I the LORD H3068 dwell H7931 among H8432 the children H1121 of Israel. H3478
If one be found H4672 slain H2491 in the land H127 which the LORD H3068 thy God H430 giveth H5414 thee to possess H3423 it, lying H5307 in the field, H7704 and it be not known H3045 who hath slain H5221 him: Then thy elders H2205 and thy judges H8199 shall come forth, H3318 and they shall measure H4058 unto the cities H5892 which are round about H5439 him that is slain: H2491 And it shall be, that the city H5892 which is next H7138 unto the slain man, H2491 even the elders H2205 of that city H5892 shall take H3947 an heifer, H1241 H5697 which hath not been wrought with, H5647 and which hath not drawn H4900 in the yoke; H5923 And the elders H2205 of that city H5892 shall bring down H3381 the heifer H5697 unto a rough H386 valley, H5158 which is neither eared H5647 nor sown, H2232 and shall strike off H6202 the heifer's H5697 neck H6202 there in the valley: H5158 And the priests H3548 the sons H1121 of Levi H3878 shall come near; H5066 for them the LORD H3068 thy God H430 hath chosen H977 to minister H8334 unto him, and to bless H1288 in the name H8034 of the LORD; H3068 and by their word H6310 shall every controversy H7379 and every stroke H5061 be tried: And all the elders H2205 of that city, H5892 that are next H7138 unto the slain H2491 man, shall wash H7364 their hands H3027 over the heifer H5697 that is beheaded H6202 in the valley: H5158 And they shall answer H6030 and say, H559 Our hands H3027 have not shed H8210 this blood, H1818 neither have our eyes H5869 seen H7200 it. Be merciful, H3722 O LORD, H3068 unto thy people H5971 Israel, H3478 whom thou hast redeemed, H6299 and lay H5414 not innocent H5355 blood H1818 unto thy people H5971 of Israel's H3478 charge. H7130 And the blood H1818 shall be forgiven H3722 them. So shalt thou put away H1197 the guilt of innocent H5355 blood H1818 from among H7130 you, when thou shalt do H6213 that which is right H3477 in the sight H5869 of the LORD. H3068
And Samuel H8050 said, H559 As thy sword H2719 hath made women H802 childless, H7921 so shall thy mother H517 be childless H7921 among women. H802 And Samuel H8050 hewed H8158 Agag H90 in pieces H8158 before H6440 the LORD H3068 in Gilgal. H1537
And they brought H935 in the ark H727 of the LORD, H3068 and set H3322 it in his place, H4725 in the midst H8432 of the tabernacle H168 that David H1732 had pitched H5186 for it: and David H1732 offered H5927 burnt offerings H5930 and peace offerings H8002 before H6440 the LORD. H3068
And David H1732 said H559 unto Michal, H4324 It was before H6440 the LORD, H3068 which chose H977 me before thy father, H1 and before all his house, H1004 to appoint H6680 me ruler H5057 over the people H5971 of the LORD, H3068 over Israel: H3478 therefore will I play H7832 before H6440 the LORD. H3068
Let seven H7651 men H582 of his sons H1121 be delivered H5414 unto us, and we will hang them up H3363 unto the LORD H3068 in Gibeah H1390 of Saul, H7586 whom the LORD H3068 did choose. H972 And the king H4428 said, H559 I will give H5414 them.
Surely at the commandment H6310 of the LORD H3068 came this upon Judah, H3063 to remove H5493 them out of his sight, H6440 for the sins H2403 of Manasseh, H4519 according to all that he did; H6213 And also for the innocent H5355 blood H1818 that he shed: H8210 for he filled H4390 Jerusalem H3389 with innocent H5355 blood; H1818 which the LORD H3068 would H14 not pardon. Commentary on 2 Samuel 21 Matthew Henry Commentary
Chapter 21
The date of the events of this chapter is uncertain. I incline to think that they happened as they are here placed, after Absalom's and Sheba's rebellion, and towards the latter end of David's reign. That the battles with the Philistines, mentioned here, were long after the Philistines were subdued, appears by comparing 1 Chr. 18:1 with 20:4. The numbering of the people was just before the fixing of the place of the temple (as appears 1 Chr. 22:1), and that was towards the close of David's life; and, it should seem, the people were numbered just after the three years' famine for the Gibeonites, for that which is threatened as "three' years' famine (1 Chr. 21:12) is called "seven' years (2 Sa. 24:12, 13), three more, with the year current, added to those three. We have here,
2Sa 21:1-9

Here we have,
2Sa 21:15-22
We have here the story of some conflicts with the Philistines, which happened, as it should seem, in the latter end of David's reign. Though he had so subdued them that they could not bring any great numbers into the field, yet as long as they had any giants among them to be their champions, they would never be quiet, but took all occasions to disturb the peace of Israel, to challenge them, or make incursions upon them.
