14 I have not eaten H398 thereof in my mourning, H205 neither have I taken away H1197 ought thereof for any unclean H2931 use, nor given H5414 ought thereof for the dead: H4191 but I have hearkened H8085 to the voice H6963 of the LORD H3068 my God, H430 and have done H6213 according to all that thou hast commanded H6680 me.
But the soul H5315 that eateth H398 of the flesh H1320 of the sacrifice H2077 of peace offerings, H8002 that pertain unto the LORD, H3068 having his uncleanness H2932 upon him, even that soul H5315 shall be cut off H3772 from his people. H5971
They shall not offer H5258 wine H3196 offerings to the LORD, H3068 neither shall they be pleasing H6149 unto him: their sacrifices H2077 shall be unto them as the bread H3899 of mourners; H205 all that eat H398 thereof shall be polluted: H2930 for their bread H3899 for their soul H5315 shall not come H935 into the house H1004 of the LORD. H3068
And thou shalt rejoice H8055 before H6440 the LORD H3068 thy God, H430 thou, and thy son, H1121 and thy daughter, H1323 and thy manservant, H5650 and thy maidservant, H519 and the Levite H3881 that is within thy gates, H8179 and the stranger, H1616 and the fatherless, H3490 and the widow, H490 that are among H7130 you, in the place H4725 which the LORD H3068 thy God H430 hath chosen H977 to place H7931 his name H8034 there.
Forbear H1826 to cry, H602 make H6213 no mourning H60 for the dead, H4191 bind H2280 the tire of thine head H6287 upon thee, and put on H7760 thy shoes H5275 upon thy feet, H7272 and cover H5844 not thy lips, H8222 and eat H398 not the bread H3899 of men. H582
And this have ye done H6213 again, H8145 covering H3680 the altar H4196 of the LORD H3068 with tears, H1832 with weeping, H1065 and with crying out, H603 insomuch that he regardeth H6437 not the offering H4503 any more, or receiveth H3947 it with good will H7522 at your hand. H3027

Commentary on Deuteronomy 26 Matthew Henry Commentary
Chapter 26

Concerning the disposal of their tithe the third year we had the law before, ch. 14:28, 29. The second tithe, which in the other two years was to be spent in extraordinaries at the feasts, was to be spent the third year at home, in entertaining the poor. Now because this was done from under the eye of the priests, and a great confidence was put in the people's honesty, that they would dispose of it according to the law, to the Levite, the stranger, and the fatherless (v. 12), it is therefore required that when at the next feast after they appeared before the Lord they should there testify (as it were) upon oath, in a religious manner, that they had fully administered, and been true to their trust.
Deu 26:16-19
Two things Moses here urges to enforce all these precepts:-
