7 Thus H3541 saith H559 the Lord H136 GOD, H3069 It shall not stand, H6965 neither shall it come to pass.
Take H5779 counsel H6098 together, H5779 and it shall come to nought; H6565 speak H1696 the word, H1697 and it shall not stand: H6965 for God H410 is with us.
Declaring H5046 the end H319 from the beginning, H7225 and from ancient times H6924 the things that are not yet done, H6213 saying, H559 My counsel H6098 shall stand, H6965 and I will do H6213 all my pleasure: H2656 Calling H7121 a ravenous bird H5861 from the east, H4217 the man H376 that executeth my counsel H6098 from a far H4801 country: H776 yea, I have spoken H1696 it, I will also bring H935 it to pass; I have purposed H3335 it, I will also do H6213 it.
Who G3588 by G1223 the mouth G4750 of thy G4675 servant G3816 David G1138 hast said, G2036 Why G2444 did G5433 the heathen G1484 rage, G5433 and G2532 the people G2992 imagine G3191 vain things? G2756 The kings G935 of the earth G1093 stood up, G3936 and G2532 the rulers G758 were gathered G4863 together G1909 G846 against G2596 the Lord, G2962 and G2532 against G2596 his G846 Christ. G5547 For G1063 of G1909 a truth G225 against G1909 thy G4675 holy G40 child G3816 Jesus, G2424 whom G3739 thou hast anointed, G5548 both G5037 Herod, G2264 and G2532 Pontius G4194 Pilate, G4091 with G4862 the Gentiles, G1484 and G2532 the people G2992 of Israel, G2474 were gathered together, G4863 For to do G4160 whatsoever G3745 thy G4675 hand G5495 and G2532 thy G4675 counsel G1012 determined before G4309 to be done. G1096
He that sitteth H3427 in the heavens H8064 shall laugh: H7832 the Lord H136 shall have them in derision. H3932 Then shall he speak H1696 unto them in his wrath, H639 and vex H926 them in his sore displeasure. H2740 Yet have I set H5258 my king H4428 upon my holy H6944 hill H2022 of Zion. H6726
There is no wisdom H2451 nor understanding H8394 nor counsel H6098 against the LORD. H3068
I will send H7971 him against an hypocritical H2611 nation, H1471 and against the people H5971 of my wrath H5678 will I give him a charge, H6680 to take H7997 the spoil, H7998 and to take H962 the prey, H957 and to tread them down H7760 H4823 like the mire H2563 of the streets. H2351 Howbeit he meaneth H1819 not so, neither doth his heart H3824 think H2803 so; but it is in his heart H3824 to destroy H8045 and cut off H3772 nations H1471 not a few. H4592 For he saith, H559 Are not my princes H8269 altogether H3162 kings? H4428 Is not Calno H3641 as Carchemish? H3751 is not Hamath H2574 as Arpad? H774 is not Samaria H8111 as Damascus? H1834 As my hand H3027 hath found H4672 the kingdoms H4467 of the idols, H457 and whose graven images H6456 did excel them of Jerusalem H3389 and of Samaria; H8111 Shall I not, as I have done H6213 unto Samaria H8111 and her idols, H457 so do H6213 to Jerusalem H3389 and her idols? H6091 Wherefore it shall come to pass, that when the Lord H136 hath performed H1214 his whole work H4639 upon mount H2022 Zion H6726 and on Jerusalem, H3389 I will punish H6485 the fruit H6529 of the stout H1433 heart H3824 of the king H4428 of Assyria, H804 and the glory H8597 of his high H7312 looks. H5869
Who is he that saith, H559 and it cometh to pass, when the Lord H136 commandeth H6680 it not?
And all H3606 the inhabitants H1753 of the earth H772 are reputed H2804 as nothing: H3809 and he doeth H5648 according to his will H6634 in the army H2429 of heaven, H8065 and among the inhabitants H1753 of the earth: H772 and none H3809 can H383 stay H4223 his hand, H3028 or say H560 unto him, What H4101 doest H5648 thou?

Commentary on Isaiah 7 Matthew Henry Commentary
Chapter 7
This chapter is an occasional sermon, in which the prophet sings both of mercy and judgment to those that did not perceive or understand either; he piped unto them, but they danced not, mourned unto them, but they wept not. Here is,
Isa 7:1-9
The prophet Isaiah had his commission renewed in the year that king Uzziah died, ch. 6:1. Jotham his son reigned, and reigned well, sixteen years. All that time, no doubt, Isaiah prophesied as he was commanded, and yet we have not in this book any of his prophecies dated in the reign of Jotham; but this, which is put first, was in the days of Ahaz the son of Jotham. Many excellent useful sermons he preached which were not published and left upon record; for, if all that was memorable had been written, the world could not have contained the books, Jn. 21:25. Perhaps in the reign of Ahaz, a wicked king, he had not opportunity to preach so much at court as in Jotham's time, and therefore then he wrote the more, for a testimony against them. Here is,
Isa 7:10-16
Here,
Isa 7:17-25
After the comfortable promises made to Ahaz as a branch of the house of David, here follow terrible threatenings against him, as a degenerate branch of that house; for though the loving-kindness of God shall not be utterly taken away, for the sake of David and the covenant made with him, yet his iniquity shall be chastened with the rod, and his sin with stripes. Let those that will not mix faith with the promises of God expect to hear the alarms of his threatenings.
