9 Therefore I will weep with the weeping of Jazer for the vine of Sibmah; I will water you with my tears, Heshbon, and Elealeh: for on your summer fruits and on your harvest the [battle] shout is fallen.
then all the Jews returned out of all places where they were driven, and came to the land of Judah, to Gedaliah, to Mizpah, and gathered wine and summer fruits very much.
Heshbon cries out, and Elealeh; their voice is heard even to Jahaz: therefore the armed men of Moab cry aloud; his soul trembles within him. My heart cries out for Moab; her nobles [flee] to Zoar, to Eglath Shelishiyah: for by the ascent of Luhith with weeping they go up; for in the way of Horonaim they raise up a cry of destruction.
They went out into the field, and gathered their vineyards, and trod [the grapes], and held festival, and went into the house of their god, and did eat and drink, and cursed Abimelech.
You have multiplied the nation, you have increased their joy: they joy before you according to the joy in harvest, as men rejoice when they divide the spoil.
With more than the weeping of Jazer will I weep for you, vine of Sibmah: your branches passed over the sea, they reached even to the sea of Jazer: on your summer fruits and on your vintage the destroyer is fallen. Gladness and joy is taken away from the fruitful field and from the land of Moab; and I have caused wine to cease from the wine presses: none shall tread with shouting; the shouting shall be no shouting. From the cry of Heshbon even to Elealeh, even to Jahaz have they uttered their voice, from Zoar even to Horonaim, to Eglath Shelishiyah: for the waters of Nimrim also shall become desolate.

Chapter 16
This chapter continues and concludes the burden of Moab. In it,
Isa 16:1-5
God has made it to appear that he delights not in the ruin of sinners by telling them what they may do to prevent the ruin; so he does here to Moab.
Isa 16:6-14
